Facilities Plan Update for a Small WPCF

The Town of Sprague Water and Sewer Authority (WSA) is the governing body for the Sprague Water Pollution Control Facility (WPCF). Serving 550-600 users on the sewer system, the WPCF is permitted for an average daily design flow rate of 0.4 million gallons per day (MGD). The facility is a packaged treatment system originally constructed in 1972 and discharges to the Shetucket River. Much of the equipment, structures, and systems have exceeded their expected useful life, and the WPCF needs a comprehensive upgrade to meet their NPDES effluent requirements. The goal of the project is to: 1. Define the need for the project by understanding existing conditions at the WPCF and understanding the current NPDES permit that requires preliminary treatment, nutrient removal, and disinfection of the wastewater prior to discharge. 2. Develop a list of additional sampling or tests that may be required to support the alternatives evaluation to determine if an alternative is feasible. 3. Research and conduct an alternatives analysis, including budgetary costs of potential options to improvements in two of the four treatment areas. One of the alternatives will be to replace in-kind, and at least one other alternative for each of the treatment areas will be evaluated. The four treatment areas include solids handling and ultimate disposal offsite, disinfection, secondary treatment, and preliminary treatment. 4. Develop a conceptual level design of the recommended alternatives in two of the four treatment areas (solids handling and disposal, disinfection, secondary treatment, and preliminary/primary treatment) to meet the regulatory requirements and needs of the community. The conceptual level design should be cost-effective, energy efficient, and feasibly implemented within the existing property owned by the Town of Sprague.
